Update: Nov. 4, 9:47 p.m. EST: Federal prosecutors on Friday said they won't charge Aransas County Court-at-Law Judge William Adams for lashing his teenage daughter. Angela Dodge, a U.S. attorney's office spokeswoman, told The Associated Press that prosecutors have determined that no federal crime was depicted on the 2004 video recently uploaded to YouTube.

Aransas County Court-at-Law Judge William Adams who was secretly videotaped beating his daughter Hillary seven years ago won't face any charges because the statute of limitations have passed.

Rockport Police Chief Tim Jayroe told The Associated Press on Thursday that it was likely that Adams would have been charged with causing injury to a child and other assault offenses if the five-year statutes of limitations hadn't expired.

Adams is currently under investigation by the state Department of Family and Protective Services.

According to The AP, the Department of Family and Protective Services has requested that Adams not preside over any of its cases.

Hillary Adams, 23, posted the 8-minute-long clip of the beating that occurred in 2004 on YouTube last week. The video shows her father lashing her with a belt.

Hillary Adams has said she wanted to use the video to get her father help.

Hillary Adams has also alleged that she and her mother Hallie suffered years of abuse at the hands of her father. She was 16 when the video of the beating was shot.

Hallie Adams has accused her ex-husband of brainwashing her and telling her what to do and say. She was also videotaped striking her daughter with the belt but has said her participation in the whipping was because of the control her husband had over her.

Adams spoke through his lawyer William Dudley on Thursday and has questioned his daughter's motives for releasing the video that has accumulated millions of hits on YouTube and led to a national debate regarding disciplining a child.

However, Dudley released a written statement noting that Hillary Adams' answers in response to questions about the timing of her decision to share the video have been confusing and hollow ... Very few people find palatable her claim that it was to 'help' her father, as reported by various media.

If the public must know, just prior to the [YouTube] upload, a concerned father shared with his 23-year-old daughter that he was unwilling to continue to ... be her primary source of financial support, CBS affiliate KZTV reported on Dudley's statement.

Hillary warned her father if he reduced her financial support and took away her Mercedes automobile, which her father had provided, he would live to regret it, Dudley said according to reports. The post was then uploaded.

The lawyer also suggested that Hillary Adams may have played up her disability, a form of cerebral palsy, in order to get public sympathy. He said she is highly functional adult.

Judge Adams is confident that when the dust settles and international media attention has passed, and the work ahead, whether civil, criminal, or administrative, has taken its full course and has been fully developed, with an opportunity for all sides to ask and answer relevant questions, it will be concluded that Hillary Adams' actions in 2011 were misguided and misleading, Dudley said according to reports.

Lt. Larry Sinclair has told the media that the Rockport Police Department will contact federal authorities to see if any charges may be filed in a federal court.
