A man in Texas has been arrested after he rammed his car into a golf cart and a truck, killing two adults and two children. He was reportedly under the influence of alcohol at the time.

Officers responded to reports of a crash near the intersection of 33rd street and Avenue R in Galveston on Saturday afternoon.

The accused, 45-year-old Miguel Espinoza of Rosenberg, has been charged with four counts of intoxication manslaughter and is being held in lieu of a $400,000 bond.

Investigators said Espinoza was driving eastbound in a black Hyundai SUV on Avenue R. The vehicle suddenly went out of control and crashed into the golf cart before swerving into a truck.

The golf cart driver, his wife, niece and three grandchildren were there in the passenger seats. The driver was pronounced dead at the scene, while the niece and two grandchildren died later at a hospital, Miami Herald reported.

The unidentified man's wife and one grandchild, who survived the crash, are in critical condition at the hospital, according to ABC 13.

Police said Espinoza also suffered minor injuries in the crash.

People in the neighborhood said they still couldn't process they had to witness the heartbreaking scene.

"The image of the kids won't get out of my mind at all," Donna Bekkema, a neighbor, told KHOU. "My friend is holding the boy's hand and the other little boy is over there and the other little boy is under the truck like a ball."

Family and friends paid floral tribute to the victims at the crash site Sunday. The family members who were in the golf cart were all from Rosenberg and reportedly were vacationing in Galveston.

In a press conference, Galveston Mayor Craig Brown said golf carts have become a common means of transport on the island. To crack down on potential accidents, Galveston City Council passed an ordinance about six months ago mandating golf cart drivers to maintain a speed limit of 35mph while using public roadways.

"I think the key for our city is enforcement of our current ordinances and to look at we can do maybe expand the ordinances to provide a safer environment for these golf carts," Brown told KHOU 11.

The age or identities of the victims were revealed.
