The House Rules Committee set up guidelines Tuesday ahead of Wednesday's planned vote on whether to impeach President Trump for abusing the power of his office for personal gain and obstructing Congress' investigation of his actions.

The House Judiciary Committee approved two articles of impeachment last week following a two-month investigation led by House Intelligence Committee Chairman Adam Schiff.

The investigators accuse Trump of attempting to pressure Ukraine into investigating former Vice President Joe Biden and a debunked conspiracy theory in exchange for $391 million in military aid and then preventing key administration officials from testifying before Congress.

The Rules Committee was expected to block amendments from being introduced to keep the debate from taking on the raucus aspects of last week's Judiciary Committee action.

The hearing comes as an ABC-Washington Post poll indicates Americans are nearly evenly split over whether Trump should be impeached and removed from office.

Overall, Americans are split 49% to 46% in favor if impeachment with Democrats overwhelmingly in favor and Republicans overwhelmingly against. Among independents, the split was 47% to 46% in favor of impeaching Trump and removing him from office.

The House, which is controlled by Democrats, is expected to approve the articles of impeachment with the vote likely to be split along partisan lines with just a few defections. The process then moves to the Senate, which is expected to hold a trial in January.

Senate Majority Mitch McConnell has said he plans to move the process along quickly and coordinate with the White House over the objections of Democrats.

Congress adjourns for the holidays on Friday.
