A 22-year-old man was arrested after his twin toddlers were seen outside an apartment wearing only diapers and carrying blankets in the rain, the Oklahoma City Police Department said.

The two-year-old twin girls were spotted outside the northwest Oklahoma City apartment wandering a busy street around 2:20 p.m. Monday, reports KFOR.

Authorities were called to the location by an eyewitness who spotted the children. Cora Elliott said she was driving into the Lake Hefner Townhomes when she noticed the girls running on the sidewalk of Britton road.

"They didn't have a shirt; they didn’t have shoes, they only had their diapers on and two soaking wet blankets because it was raining," Elliott told News 9.

The woman told police that she tried searching for the girls’ parents “but did not find anyone out looking for them.”

"We were knocking on everyone's doors and no one was answering," said Elliott. That's when she called the police.

Officers, who arrived at the scene, managed to find the girls’ home after talking to the office managers of the apartment complex.

When officers reached the apartment, they found the girls’ father, Tyler Miller, passed out sitting on the toilet. He had two guns with him and a bag of marijuana. Thousands of dollars in cash were also found on the bathroom counter.

Miller was arrested on complaints of neglect, possession of a firearm after conviction, distribute or dispense CDS, and acquire proceeds from drug activity. He was booked into the Oklahoma County Jail.

While police took the man under arrest, the twin girls, according to reports, waited inside a patrol car, where one of them became wedged in a window and fell unconscious “for a minute.”

Elliott said thankfully her mother was on the other side of the car and saw the trapped girl. "They were yelling at the police officer ‘roll the window, roll the window down!’ ‘Cause he didn't know. He was trying to figure out where the parents are," the woman added.

The girls were later placed in their mother’s care. She was at work when the children wandered out.

Earlier this week, a six-year-old girl was found bleeding and wandering alone on the streets in Georgia after her drunken mother crashed the car they were traveling in. The child was found by a neighbor who went outside to check after she heard a loud bang.
