President Trump is not letting up on his threat to impose tariffs on aluminum and steel products from Brazil, despite his strong friendship with the country’s leader, Jair Bolsonaro.

Trump on Saturday welcomed Bolsonaro at his Mar-A-Lago resort in Florida. “We have a very good relationship as to tariffs ... we want to always help Brazil, Trump said, but added “I don’t make any promises.”

Trump also lavished praise on Bolsonaro during the meeting.

“Brazil loves him, and the USA loves him,” Trump said in front of reporters. “The friendship is probably stronger now than it’s ever been.” The two leaders share a right-wing populist brand of politics, with Bolsonaro sometimes being referred to as the “Trump of the Tropics.”

Yet, the tariff threat has caused tension between the two nations. Trump accused Brazil and Argentina of devaluing their currencies on Dec. 2 and said he would restore tariffs of 25% on Brazilian steel. Later that month, Trump backtracked on the threat in a phone call with Bolsonaro.

Tariffs would be an extra burden on the Brazilian economy, as the country faces high unemployment and less economic growth than Bolsonaro had promised.

In addition to meeting Trump during his trip this week, Bolsonaro will tour the U.S. Southern Command, which is responsible for security cooperation with South America and the Caribbean. Bolsonaro will also meet Florida Republican Sens. Marco Rubio and Rick Scott during his visit.
