A 38-year-old woman in Winnebago County, Wisconsin, has been charged with attempted homicide after she allegedly tried to pay a person $500 to kill someone who revealed she had sold drugs and urinated on her bed, documents showed.

Melissa A. Smith, of Oshkosh, was charged with conspiracy to commit first-degree intentional homicide — a Class B felony — over the alleged murder-for-hire plot, WBAY-TV 2 reported, citing a criminal complaint. Smith was also charged with felony bail jumping, according a copy of the document obtained by Fox 11.

The Oshkosh Police Vice and Narcotics Unit and Lake Winnebago Area Metropolitan Enforcement Group Unit reportedly started in July an investigation into Smith's alleged attempt to pay someone to kill a target, who was identified in the complaint as V1.

Authorities attempted to use an informant to put Smith into contact with an undercover investigator, but the informant reported that Smith was unwilling to talk to someone she did not know, the document said. Smith allegedly later told the informant that she wanted a specific individual — identified as CI in the complaint — to do the hit.

Smith allegedly revealed in a conversation with CI that she wanted V1 dead because "V1 had told police she was selling drugs, had urinated on her bed and had stolen her handgun," according to the document.

CI went to Smith's Frederick Street residence with a body wire listening device on Aug. 3 after being informed the hit would happen that day. The two allegedly discussed a possible payment of $500 or a $520 vehicle transaction debt relief for the murder.

"The plan was for CI to execute the murder, and CI told Smith that CI would need duct tape and plastic or tarp, for purposes of moving the body," the document read.

CI also told Smith there would be no need to acquire a gun — which they previously discussed — as CI could break V1's neck because the victim was "smaller," according to the complaint.

Smith then allegedly mentioned her plan to move out of the area and indicated she was going to take money from V1's residence, which she believed had drug money stashed inside. Smith allegedly also talked about having to sell her property and her vehicle before leaving.

When asked by CI if she was "sure about this," Smith allegedly replied that she was sure she wanted the money and that she had to "get f-----g passports" before mentioning she would be taking her daughter out of the country.

"Smith talked about her destination, believed to be the Dominican Republic, noting that she had her 'coke' over there, and had access to property," the complaint said.

Investigators later observed Smith's and CI's vehicles at a store in Jackson Street sometime after 7:30 p.m. that day. Smith came out of the store with two plastic bags and handed one of them to CI, which police were told had contained duct tape and plastic drop cloths.

Smith then drove away, but authorities stopped her vehicle. She later claimed to investigators that CI had approached her "out of the blue" with a "big plan" and denied offering CI money to kill anyone, according to the document.

Authorities searched Smith's residence, where they found a Glock airsoft gun and a $500 check written out to a friend of CI.

Smith is being held on a $1 million cash bond and is scheduled to appear in court again for her preliminary hearing on Aug. 19.
