A 19-year-old man from California has been arrested for slitting the throat of a Chihuahua puppy and posting a video of the horrific act on social media.

Angel Ramos was nabbed on felony charges of cruelty to animals after the police got a report about the possible killing of a dog in a social media video on Feb. 13. The video depicted the dog with a large laceration to its neck, gasping for air as a man stood over it, making comments about what he just committed, police said in a release.

The police traced the social media profile of the man who posted the video and arrested him in his house in Riverside. Ramos was found in possession of illegal knuckles and had fresh bloodstains on his clothes. The police found the Chihuahua dog in the suspect's bedroom. The puppy, who was 4- to 6-month-old, was barely alive with a severe laceration on the neck.

Ramos was arrested and booked into Robert Presley Detention Center. He was also charged with illegal possession of knuckles. He was released from custody a few hours later due to the current emergency bail schedule for non-violent offenses, the police said. Ramos was then issued a "notice to appear" citation.

"It's very frustrating. We take people to jail and unfortunately they're getting released hours later sometimes before the report is even finished," Javier Cabrera, officer River Side police department said as per NBC Los Angeles.

Cabrera believes that Ramos should not be out of jail especially without bail. "He's just a violent person. He shouldn't be on the streets," he added.

"This appeared to be a very savage act committed toward this poor animal," Julie Bank, director of Animal Services, said. "It is very unfortunate the dog could not be saved. Nonetheless, we appreciate Riverside Police taking the lead in this suspected cruelty case."

The animal service department said the puppy's injuries were so severe that it had to be euthanized.

"Honestly, I think it's really cowardly to do something like that, to harming an animal you know?" Michael Willis, a neighbor, told the news outlet.
