Courtney wants the kids of Fort Grey to experience a fun and safe Halloween so he decides to throw a spook-tacular celebration in the city hall in tonight’s episode of “The Mayor.”

In a sneak peak from Season 1, episode 4 of the ABC series, Courtney (Brandon Micheal Hall) is saddened when he learns about the city’s strict safety protocols for Halloween during a press conference with Police Chief Fox (Kristen Johnston).

“To ensure safe Halloween, please observe the following protocols: Don’t approach strange houses; Don’t talk to strange people; and don’t take candy — you guessed it — from persons you are unfamiliar with,” Fox tells the reporters. “There will also be increased police protection.”

“Am I crazy or does she think Halloween is the purge?” Courtney quietly asks his friends T.K. (Marcel Spears) and Jermaine (Bernard David Jones) as Fox continues to speak with the press.

Soon after, Fox lets Courtney have the floor. But instead of commending Fox for her efforts to keep the city safe during Halloween, Courtney calls her words “terrifying.”

“There is something messed up when your city’s police chief is telling kids they can’t have a Halloween,” Courtney says. “You’re basically saying, ‘We don’t care you’re on your own.’ Well, Fort Grey, you are not on your own. Now, your new mayor isn’t someone who believes you can just throw cops at a problem. However, what can you throw is a safe positive community-based celebration that brings people together, which is why for the first time in the history of Fort Grey, the mayor’s office will be hosting a Halloween spectacular. I’m shutting the whole building down and giving it over to the kids. So come on out from underneath the beds and come on down City Hall-oween!”

However, according to the synopsis for the episode, Courtney realizes during the event that throwing a party to keep kids safe doesn’t address the bigger issues in the city. So he commits himself to work with Chief Fox going forward.

Also in the episode, Dina (Yvette Nicole Brown) gets into the Halloween spirit by dressing up as Congresswoman Maxine Waters. T.K. and Jermaine, meanwhile, set out to prank Val (Lea Michele), who ends up having the last laugh when she outsmarts the guys at their own game.

Executive producer Daveed Diggs previously revealed on Twitter that the episode features two original raps written and composed by his band Clipping.
